With visibility below 50 metres, the general ceiling is 50 km/h on every network without raising an already lower limit. Keep margin near pedestrian crossings or poorly visible intersections.

Rain on a motorway normally limited to 110
On a motorway with a normal ceiling of 110 km/h, precipitation lowers the general ceiling to 100 km/h. The 110 ceiling in rain applies to motorways normally at 130. Do not select the 130-motorway option to simulate a normally 110 road without specifying that limit.
Do not confuse a ceiling with stopping distance
At the same speed, grip, load, tyres and driver condition can change the margin needed. Before a queue or hidden bend, slow early enough to retain control. An end-of-restriction sign does not automatically make immediate acceleration appropriate.

Start with the road and actual sign, then account for precipitation and driver status. Below 50 metres visibility, the general ceiling is 50 km/h on every network; a lower limit still applies. Finally, check whether conditions require further slowing: a ceiling is never a speed to attain.
